Mark’s career spans multiple fields from gaming to investigations. As an investigator in the private sector, Mark serviced clients in the legal and insurance industries through the investigation of a diverse range of topics. Mark was called upon regularly to investigate matters involving worker’s compensation claims, complex workplace misconduct and procedural audits. Since moving to the VGCCC, Mark has focused on investigating incidents involving high levels of gambling harm in the community. These include the conduct of unauthorised gambling, gambling providers allowing minors to gamble and venue operators being exposed to criminal influence or exploitation.

 

In addition to the prosecution of numerous regulated entities for breaches of Victoria’s Gambling Regulation Act, Mark led the VGCCCs involvement in a joint-agency investigation into money laundering in suburban gaming venues. Using overt and covert methods, Mark worked closely with the Australian Federal Police and AUSTRAC to gather and analyze a high volume of intelligence. This resulted in the detection of several breaches of state and federal legislation by multiple parties, and emphasized the extent to which the industry is currently vulnerable to money laundering. 

Carly Lee 

Carly Lee is an accomplished investigator, with a career spanning eight years across a multitude of fields. During her career in the private sector, Carly focused on building her experience in conducting not only WorkCover and TAC Accident investigations, but also delicate and highly complex investigations involving minors. Often used as a trouble shooter in complex investigations with sensitive clients, Carly has conducted in-depth circumstance investigations in preparation for civil litigation, insurance conciliation and on behalf of the suitability panel within the Department of Health and Human Services as well as covert surveillance work.

 

She has conducted and led over 1000 interviews throughout her tenure and it’s her drive and passion for the work that has led her to where she is today. Carly currently holds the Senior Investigator role at the VGCCC and specialises in investigating reports of alleged money laundering in gaming venues across Victoria. One of Carly’s current pieces of work was the joint taskforce investigation into alleged suspicious activity at a Springvale gaming venue located in the south-eastern suburbs of Melbourne, with the Australian Federal police and Austrac. Hours of CCTV footage and other intelligence was reviewed with the aim of identifying multiple people of interest regularly frequenting the venue. Carly’s role in this investigation remains ongoing. Carly is also currently undertaking a Bachelor of Criminology and Criminal Justice with Swinburne University.
